By using cittopia.com and the Cittopia SaaS platform, you agree to these terms. We've tried to keep them human-readable. Where the legal precision matters (e.g. SaaS subscriptions for municipalities), we'll send you a more detailed Master Service Agreement at contract signing.
1. Who we are
"Cittopia" / "we" / "us" refers to the Cittopia platform operated by its founder Tunc Meric. Contact: hello@cittopia.com.
2. The services we provide
- Public City Atlas — free for citizens to browse city profiles, indicators, and Quality of Life scores.
- Proof of Belief — free public sign-up to indicate non-monetary support.
- City SaaS — subscription platform for verified municipalities (data overrides, AI matchmaking, project board, joint events, trophy cabinet).
- Institutional partnerships — bespoke arrangements with EU bodies, UN-Habitat, NGOs, and academic networks.
3. Accounts & access tiers
3.1 Citizen access
Open to anyone. No account required for browsing the public atlas. Optional sign-up via Proof of Belief.
3.2 Municipal accounts
Require verification: official municipal email, role confirmation, signed subscription agreement. Administrators are responsible for safeguarding their credentials and notifying us immediately of any unauthorised access.
3.3 Institutional partners
Bespoke onboarding via signed partnership agreement.
4. Acceptable use
You agree NOT to:
- Use Cittopia to defame, harass, or impersonate others
- Attempt to gain unauthorised access to admin accounts or back-end systems
- Scrape, mirror, or reverse-engineer the platform without written permission
- Upload malicious code, fake data, or content that infringes third-party rights
- Use the platform for unlawful purposes or in a way that overloads our systems
We reserve the right to suspend accounts found in breach.
5. Your data & ours
- Open data we surface (Eurostat, Dubai Pulse, NYC OpenData, etc.) remains the property of the originating source. We attribute it openly.
- Your sign-up data belongs to you. See our Privacy Policy.
- Your municipal uploads belong to your municipality. We are a processor under GDPR Art. 28 — full Data Processing Agreement provided at subscription signing.
- Cittopia methodology & software belongs to Cittopia.
6. Intellectual property
The Cittopia name, logo, brand identity, Pulse scoring methodology, AI matchmaking algorithms, and software code are protected. You may not reproduce them outside the licence granted by your subscription. Open-data attributions and the Cittopian sign-up badge graphics are free for personal sharing.
7. Subscriptions & payment
SaaS subscription pricing is communicated to municipalities at sales engagement and confirmed in your Master Service Agreement. Subscriptions are billed annually unless otherwise agreed. Refunds are available pro-rata in accordance with consumer-protection law where applicable.
8. Availability & SLAs
We aim for 99.5% uptime on the public site and 99.9% on the SaaS platform during the active subscription. Scheduled maintenance is announced at least 7 days in advance. Specific SLAs (response time, resolution windows, credits for downtime) are defined in the Master Service Agreement.
9. Liability
To the maximum extent permitted by law, Cittopia's total liability for any claim arising from this service is limited to the amount paid by the affected party in the 12 months preceding the claim. We do not exclude liability for fraud, gross negligence, or anything else that cannot be excluded under applicable law.
Cittopia provides aggregated, third-party-sourced data as-is. Cities should verify any figure used for legally-binding decisions against the original source.
10. Termination
You may stop using the public site at any time. Subscribers may cancel per the terms of their agreement (typically 30-day notice). We may suspend access for breach of these terms, with reasonable notice where possible. On termination, your data will be retained per the schedule in the Privacy Policy.
11. Governing law
These terms are governed by the laws of the jurisdiction in which Cittopia is registered (currently Türkiye, with EU operations subject to applicable EU regulations including GDPR). Disputes will be resolved in the competent courts of that jurisdiction. EU-resident consumers retain rights under their local consumer law.
12. Changes
We may update these terms as the platform evolves. Material changes will be announced on the homepage and emailed to registered subscribers. The "Last updated" date at the top of this page reflects the most recent revision.
