Yes. The public Atlas, all city profiles, Pulse scores, the Agora civic forum, and the Live Map will never be paywalled. This is in our Manifesto as a non-negotiable principle. Municipalities pay so citizens don't have to.
You move to the standard rate card for your city's tier. We share the renewal numbers 90 days before the pilot ends so there are no surprises. If the pilot didn't deliver value, we part on good terms — no claw-back.
Yes. Annual subscriptions can be cancelled with 30-day notice; we refund unused months pro-rata. We'd rather you leave happy than stay frustrated.
Your city's data remains yours. We process it under a Data Processing Agreement (DPA) governed by GDPR Art. 28. You can export everything at any time. We never sell your data, never share it with third parties beyond essential sub-processors (hosting, email).
No. The Pulse arithmetic, weights, and confidence factor are fully published. Anyone can replicate the score in a spreadsheet. Cittopia charges for the platform that runs the score at scale + the AI matchmaking + the Agora workflow — not the math itself.
